Congressman Mike Kelly is once again introducing a bill that would prohibit abortions after a heartbeat is detected in an unborn child.
This is the third time Kelly has introduced the bill, which is known as the “Heartbeat Protection Act.” It would require doctors to check for a fetal heartbeat before performing an abortion. The bill says doctors who did not would be subject to criminal penalties.
Kelly says the bill “would not supersede existing life-affirming state laws but instead sets a minimum standard of unborn protection.”
