Last week Governor Josh Shapiro signed an executive order seeking to give preferential treatment when hiring former federal employees.
As the federal workforce is being reduced, Governor Shapiro has signed an order that will look to higher laid off federal employees.
The purpose is to fill holes in the state government with experienced government employees.
Republicans have challenged the order in court.
